For the Outbreaks and Surveillance Component, all 59 applicants were awarded at a flat rate or up to the amount they requested (if the amount requested was less than the flat rate), except for the 14 previously funded Strengthening Surveillance in Jurisdictions with High Incidence of Hepatitis C Virus and Hepatitis B Virus Infections (CDC-RFA-PS17-1703) recipients for which funding was increased from the flat rate to ensure they received at least 75% of their prior core funding (if that amount was more than the flat rate).

For the Prevention Component, all 59 applicants were awarded at a flat rate or up to the amount they requested (if the amount requested was less than the flat rate).

For the Special Projects for PWID Component, to account for burden of disease associated with injection drug use, CDC chose to select certain disproportionately affected out-of-rank applicants based on a criterion identified in the NOFO (page 63): incidence of hepatitis C. All 17 Special Projects for PWID Component recipients were awarded at a flat rate or up to the amount requested (if the amount requested was less than the flat rate).
