STAC Frequently Asked Questions

  • What is the role of the STAC?

    When requested by the Administrator of the WTC Health Program, the STAC is responsible for reviewing scientific and medical evidence to make recommendations on additional program eligibility criteria or additional health conditions to be included in the program. The Administrator also consults with the STAC on research regarding certain health conditions related to the September 11 terrorist attacks. In addition, the STAC may be asked to review and provide recommendations on other matters at the request of the Administrator.

  • How often will the STAC meet?

    Meetings are based on program needs and the WTC Program Administrator determines when the Advisory Committee meetings will occur.

  • Who decides the make-up of the STAC?

    The James Zadroga 9/11 Health and Compensation Act of 2010 established the Advisory Committee and specifies the make-up of the STAC. The Administrator of the WTC Health Program appoints the members of the STAC which must include at least:

    • 4 occupational physicians, at least two of whom have experience treating WTC rescue and recovery workers;
    • 1 physician with expertise in pulmonary medicine;
    • 2 environmental medicine or environmental health specialists;
    • 2 representatives of WTC responders;
    • 2 representatives of certified-eligible WTC survivors;
    • 1 industrial hygienist;
    • 1 toxicologist;
    • 1 epidemiologist; and, at least
    • 1 mental health professional.

    Other members may be appointed at the discretion of the Administrator.

  • Yes. STAC members are appointed as Special Government Employees and are paid the Special Government Employee rate of $250 per day. Travel costs and per diem are paid to members based on Federal Travel Regulations.

  • How long do individuals serve on the STAC?

    A STAC member's term may last up to four years (except for some current members whose term is 3 years). If a vacancy occurs, the Administrator of the WTC Health Program will appoint a new member in the same area of expertise as the individual they replace. Once a member has completed their term, they may be appointed to additional terms.
