The 9 steps of the model are 1) identify and frame the problem, 2) engage community and stakeholders, 3) assess readiness for policy change, 4) determine whether political will and community support exists (assessing community support first is recommended), 5) educate the public and decision makers, if necessary, 6) draft policy and plan implementation, 7) adopt policy, and 8) implement policy and support compliance, and 9) evaluate impact. The 9 steps are framed by a triangle, with the 3 sides labeled coordination, communication, and collaboration. A graphic of 3 arrows arranged in a circle indicates the following: Continuously evaluate throughout the process: check progress, reinforce positives, identify improvements, refine strategy.
