How the Meeting Advanced the Mission of the Agency: The 2023 NACCHO Preparedness Summit is an opportunity for sectors to come together, align missions, and discover better ways to work as true partners to meet the challenges of today and tomorrow. The public health preparedness conference allows CDC staff to share resources and strategies with colleagues across sectors. The Preparedness Summit helps CDC staff to reenergize while gaining the knowledge, resources, and relationships necessary to prepare for and respond to public health emergencies. The conference enables CDC staff to connect with all levels of the government (federal, state, and local), emergency management, volunteer organizations, healthcare coalitions, and academia—to share best practices, build partnerships, advance their skillset, and take away innovative solutions and practical strategies to address the vulnerabilities in our country’s health security system.
Description of Exceptional Circumstances: The 2023 NACCHO Preparedness Summit was a hybrid conference with CDC staff attending in person and virtual. The number of conference attendees increased in 2023 due to the conference being held in Atlanta, GA. The conference registration cost for in-person is more than virtual and given the increase in the number of in-person attendees, the event cost was above $150K.

Council of State and Territorial Epidemiologists (CSTE) 2023 Annual Conference

How the Meeting Advanced the Mission of the Agency: The CSTE Annual Conference connects more than 2,500 public health epidemiologists from across the country and will include workshops, plenary sessions with leaders in the field of public health, oral breakout sessions, roundtable discussions, and poster presentations. Conference attendees meet and share their expertise in surveillance and epidemiology as well as best practices in a broad range of areas, including informatics, infectious diseases, substance use, immunizations, environmental health, occupational health, chronic disease, injury control, and maternal and child health. During the conference, CSTE members vote on position statements, which instigate nationwide policy change and create new initiatives. Take this opportunity to meet, build relationships, and network with your professional colleagues and peers. We are currently planning for all conference sessions to be held in-person; however, we will continue to monitor circumstances and public health recommendations for group gatherings. The conference website will be updated on an ongoing basis, so check back often for new information.
Description of Exceptional Circumstances: CDC is the lead public health agency in the Nation and internationally and sets best practices and procedures in the field of epidemiology. CDC’s presence at this conference will allow the Agency to present on these best practices and be part of the discussions that will set policies and procedures on data collection and surveillance strategies. The goal of this conference is one of the key missions of the Agency. CDC also has a cooperative agreement (CoAg) with CSTE through the Partners’ Umbrella CoAg in CSTLTS. Several CIOs fund numerous projects within the CoAg, which are monitored by project officers, subject matter experts, and technical monitors. The conference allows these monitors to connect in person with the CSTE project leads on the ongoing projects through one-on-one meetings and presentations.

How the Meeting Advanced the Mission of the Agency: HIMSS, the Healthcare Information and Management Systems Society, Inc., is a mission-driven nonprofit organization that hosts the leading and largest annual health information and technology conference annually that brings more than 45,000 professionals, public, private, academic, individual, and non-profit from more than 90 countries to learn about the newest health information technology innovations, network, and collaborate. Given CDC’s critical role in leading the nation’s public health surveillance health information technology transformation as part of CDEC’s Surveillance Strategy, the CDC Surveillance Data Platform, electronic transfer of health information and medical records, and more, it is essential that CDC scientists and program staff attend and participate in this unique event. CDC attendees play a variety of critical roles, including facilitation of sessions, presentations of Oral and Poster sessions, facilitation of urgent meetings with CDC collaborators to advance common programs of interest, meeting with leaders of other organizations that have similar interests to strategically discuss programs and improve collaboration, and more. Given CDC’s vital role in leading the nation’s public health laboratories and the critical role CDC staff play with its partnership with APHL and other industry leaders, this is a widely popular conference for CDC staff to attend. How the Meeting Advanced the Mission of the Agency: The SafetyNet’s scientific conferences combine both scientific sessions and workshops related to managing public health systems and training programs. Field Epidemiology Training Program trainees benefit from the experience of presenting their work to an international audience of experts. Public health officials make valuable contacts that they can work collaboratively with. Overall, these conferences are an opportunity to learn from the experiences of others and to acquire new ideas and skills that can be put into action. Furthermore, this is the flagship applied epidemiology conference for the Asia-Pacific regions. During this conference, Field Epidemiology Training Program (FETP) residents and graduates share their work in leading-edge investigations, scientific findings, and forward-thinking strategies to inform improvements in global public health—all while gaining valuable presentation experience. Participants engage in professional networking sessions, recognition ceremonies, and various learning opportunities. Participants also attend preconference workshops on priority public health topics. The epidemiology global workforce is critical to disease detection and response to protect Americans and populations throughout the region and the world. Further, this conference brings together FETP leaders, program directors, and partners from the Asia-Pacific region. It is an opportunity for WIDB technical staff to work closely in one location with the multiple programs they support. For WIDB leadership, it is a unique opportunity to meet with FETP thought leaders and national, regional, and global program leads in one location. This conference has not happened since 2019. CDC needs a strong in-person presence to maintain our relevance and signal our ongoing commitment to FETP, a top health security priority for our agency.

A range of public health information system stakeholders are being convened to discuss strategies for coordinating health system investments, methodologies for improving data quality and use across health domains and plans for implementing information systems with existing or new tools and technologies. Models and pathways to care, including families and family networks as co-providers of care, will be explored. Participants can use the knowledge gained from the conference to implement and strengthen surveillance, diagnosis, risk factor management, and care for birth defects and disabilities in their respective countries. This event serves as the primary conference for international birth defects and disability surveillance, research, prevention, and management. The primary theme for the 2023 conference will be to accelerate efforts for birth defects prevention and care, including preconception, prenatal, newborn, child, adolescent, and adult care. To accomplish this, updates, discussions, and training will take place with the focus of each being on the presentation of successful best practices/models of prevention and care of birth defects and premature birth around the world.

83rd American Diabetes Association Scientific Session Conference (ADA)

How the Meeting Advanced the Mission of the Agency: CDC’s personnel attending the 83rd Annual Session of the American Diabetes Association is essential because scientists have received notification of acceptance for oral and poster abstract presentations or will serve as moderators at the annual session, where they preside over meetings of advanced research in the field of diabetes and metabolic disorders. Attendance to this scientific conference will support the partnership agreement and will provide a forum for our scientists to present recent research findings as well as participate in several working meetings. This meeting is an opportunity for scientists to communicate work done at CDC to the national and international research community. The National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) and CDC have established a unique partnership with the ADA designed to advance research in the prevention of diabetes and related disorders. Topic areas of specific interest to CROI participants and presenters include studies of antiretroviral therapy; complications of HIV infection; AIDS-related malignancies; pediatrics/adolescents; mother to child transmission; HIV in women/women’s health; HIV clinical diagnostics; epidemiology of HIV infection; hepatitis viruses; SARS-CoV-2; monkeypox and prevention studies. CDC researchers are among the leading scientists in these areas, and CDC benefits greatly from the opportunity for them to present and discuss their work in this scientifically focused forum. The conference is kept to a relatively small size conducive to formal and informal scientific and collaborative exchange; this allows attendees better access to senior level, innovative, and internationally known researchers and provides an excellent means to build and maintain collaborations. This level of interaction benefits CDC’s attendees and strengthens CDC’s future efforts. At recent conferences, ground-breaking data have been presented on pre-exposure prophylaxis, HIV diagnostics (including home HIV testing), methods for and findings from HIV surveillance. In addition, CROI provides a forum for up-to-date information on emerging prevention strategies such as vaccines and other biomedical interventions.
Description of Exceptional Circumstance: The scale of this conference allows CDC employees to reach the largest possible group of professionals working to eradicate HIV in the U.S. Through our attendance, CDC employees can provide instruction to local providers, meet with grantees to discuss project progress, learn lessons from the field, and build networks that will ultimately strengthen CDC’s domestic HIV portfolio of programs. CDC also has many presentations at this event. Also, CROI has been calculated with one extra night due to how late the event is running and the only flights returning will have the travelers arriving in Atlanta during the early morning hours.

Additionally, the event provides an opportunity to collaborate with stakeholders and interact with other researchers, academic faculty, manufacturers, and industry personnel. There are 35 presenters (giving 37 presentations). NIOSH Mining normally has a large exhibit at the conference where many of our research accomplishments are displayed and demonstrated. Attendees will share, learn, and update information and methods with and from scientists and researchers in the field, which will improve both individual and team research at CDC. Presentations will be on current research that the Divisions are doing, which will allow the findings and information to reach others in the same field as well as the public. This is in line with the mission of the Agency.
Description of Exceptional Circumstances: The last one-hundred percent, in-person meeting was in 2019 and was approved for with a total of 40 participants at a total cost of $71,121. Additionally, the 2019 meeting was held in Baltimore, MD, which was accessible by car for many attendees resulting in lower travel costs. The SOT 2020 meeting was approved with a total of 44 attendees at a total cost of $110,843 but was canceled due to COVID. The SOT 2021 meeting was approved as virtual only (note: the total participants and cost aren’t available in CAMS). The SOT 2022 meeting was approved as virtual for 25 NIOSH participants and in-person for 2 CDC participants, for a total cost of $16,870. This year’s SOT 2023 is the first meeting since 2019 that all participants are permitted to attend in-person and is being held in Nashville, TN, which requires additional travel costs for many attendees. How the Meeting Advanced the Mission of the Agency: This conference focuses on building leadership in public health through advocacy education, research, and partnerships in program support. The USPHS Scientific and Training Symposium will provide support for those serving in the Commissioned Corps of the USPHS and build partnerships between the Commissioned Corps and the larger public health community. It will build leadership in public health through advocacy, education, research, partnerships, and program support.
Description of Exceptional Circumstances: This event is the only annual meeting dedicated exclusively to the work of U.S. Public Health Service Commissioned Corps officers. With continued training restrictions due to the pandemic, it is the only opportunity for many of the officers to complete their specific education and training requirements needed to earn their continuing education credits. This event is vital to the work of U.S. Public Health Service Commissioned Corps officers and provides the opportunity for partnership and collaboration among the ranks to hear from senior leaders and agency partners. Attendees will also be able to use the training to enhance growth for the future CDC mission. Additionally, CDC has a population of over 800, and the attendee number represents approximately 12% of the Commissioned Corps workforce.

Accelerating Predictive Analytics for Public Health Through Data Modernization

How the Meeting Advanced the Mission of the Agency: The Regional Forum on Accelerating Predictive Analytics for Public Health Through Data Modernization brought together experts in epidemiology, data analytics, modeling, and outbreak management across government, parastatal, academic, and private organizations, as well as civil society to share learnings, guidance, and technical expertise. Through this technical exchange, participants worked together to strengthen regional capacity to build interoperable public health information systems and transform data output from these systems into advanced analytics that informs decision makers during a public health emergency. Participants contributed to an ongoing Community of Practice made up of public health officials from across South America. This directly supports CDC’s mission to protect America from health, safety, and security threats, both foreign and in the US.
