2022
- CDC observes the 20th anniversary of the PHEP program. To commemorate this milestone, CDC recognizes PHEP trailblazers, pathfinders, and champions selected by PHEP recipients to represent their jurisdictions.
- CDC modifies its PHEP ORR expansion in Budget Period 3 to focus on a PHEP COVID-19 evaluation. The agency releases updated PHEP ORR guidance.
- CDC launches the new PHEP ORR Reporting and Tracking System (PORTS).
- CDC releases the 2022 Public Health Crisis Response notice of funding opportunity. The agency establishes a new approved but unfunded (ABU) roster of 88 eligible recipients. They include 50 states, eight territories and freely associated states, and 30 localities. CDC expands the crisis response cooperative agreement eligibility criteria to local governments, resulting in 24 additional local recipients.

2021
- CDC awards $2 billion in American Rescue Plan supplemental funding to bolster the response to the COVID-19 pandemic. Funding is awarded to all 65 eligible jurisdictions on the approved but unfunded list for CDC-RFA-TP18-1802 Cooperative Agreement for Emergency Response: Public Health Crisis Response. The funding is used to establish, expand, train, and sustain the state, tribal, local, and territorial (STLT) public health workforce to support jurisdictional COVID-19 prevention, preparedness, response, and recovery initiatives, including school-based health programs. Approximately 25% of the jurisdictional awards will support school-based health programs, including nurses. Approximately 40% of the remaining funds will support local hiring through local health departments or community-based organizations.
- The Office of Management and Budget approves CDC’s proposed plan to allocate a $20 million increase in fiscal year (FY) 2021 PHEP funding for Budget Period 3 (BP3). DSLR uses the additional funding to enhance its support of state, local, and territorial health departments. This support includes increasing base or core funding for the 62 PHEP recipients, increasing funding to more than 400 localities through the PHEP program’s Cities Readiness Initiative (CRI), and expanding its preparedness field staff.
- CDC expands its CEFO program to develop a national CEFO network that supports the emergency preparedness and response activities of every state, territory, and locality directly funded by the PHEP cooperative agreement.
- Beginning in July, CDC provides centralized PHEP funding to support one CEFO in each state or directly funded locality, and two regional CEFOs that support PHEP-funded territories in the Pacific and the Caribbean. When fully implemented, the national network will include 56 CEFOs directly funded by CDC.
- CDC releases the PHEP ORR interim guidance to prepare for the implementation of the expanded PHEP ORR in Budget Period 3, which begins July 1. DSLR expands the ORR to assess all-hazards readiness across all 15 public health emergency preparedness and response capabilities and the interim guidance that outlines the associated reporting requirements and evaluation criteria.

2020
- On January 20, CDC activates its EOC to support the agency’s response to the 2019 novel coronavirus outbreak (COVID-19).
- CDC activates CDC-RFA-TP18-1802 Cooperative Agreement for Emergency Response: Public Health Crisis Response. The agency awards nearly $755 million in funding under Components A and B of the cooperative agreement to the 65 eligible jurisdictions that are on the approved but unfunded (ABU) list for CDC-RFA-TP18-1802. The funding provides recipients with resources to prevent, prepare for, and respond to COVID-19. This funding is intended for state, local, territorial, and tribal health departments to carry out surveillance, epidemiology, laboratory capacity, infection control, mitigation, communications, and other preparedness and response activities. CDC awards this funding in three phases:
- March 5, CDC redirects agency funds to initially award $25 million to 21 jurisdictions for COVID-19 response activities.
- March 16: CDC awards $569,822,380 to 65 jurisdictions. The agency awards this critical funding in just 10 days, well within the 30-day window required by the supplemental appropriation.
- April 6: CDC awards $160 million to 34 jurisdictions. This includes 27 jurisdictions with high COVID-19 case counts or evidence of rapidly accelerating case counts and seven U.S. territories and freely associated states with unique COVID-19 response challenges.
- In June, CDC provides $142,664 in additional funding to Washington to conduct a seroprevalence survey. CDC funds this population-based survey to estimate the cumulative incidence of infection with and prevalence of antibodies to SARS-CoV-2 among the 2.2 million residents of King County, Washington, the first identified area to experience a COVID-19 outbreak.
- Considering the ongoing COVID-19 pandemic response, CDC modifies PHEP Program requirements for 2020 Budget Period 2 to help recipients balance their PHEP program responsibilities with their COVID-19 response activities and ensure resources are directed and prioritized appropriately.
- In July, CDC launches the Next Generation of PHEP initiative to identify PHEP program improvements to strengthen public health systems nationwide and continue to advance response readiness for future public health threats and emergencies. The project integrates the knowledge and experience gained from recent unprecedented events, including the COVID-19 pandemic.

- ASPR and CDC complete their previously announced grants management transition with the publication of separate HPP and PHEP funding announcements.
- Congress reauthorizes the Pandemic and All-Hazards Preparedness Reauthorization Act (PAHPRA) with the new Pandemic and All-Hazards Preparedness and Advancing Innovation Act (PAHPAI).
- CDC releases the 2019-2024 PHEP notice of funding opportunity (NOFO). The NOFO forecasts the expansion of the Operational Readiness Review (ORR) to encompass evaluation of all 15 preparedness and response capabilities.

2018
- On January 17, CDC and ASPR announce that ASPR plans to assume responsibility for the grants management functions for the Hospital Preparedness Program (HPP) effective July 1, 2019. ASPR and CDC will continue to focus on HPP-PHEP programmatic alignment to advance U.S. public health and medical preparedness and response capabilities.
- In March, CDC activates its new Cooperative Agreement for Emergency Response: Public Health Crisis Response (Crisis NOFO) – CDC-RFA-TP18-1802 mechanism for the first time. In July, CDC awards approximately $64.5 million to nine jurisdictions to support response, recovery, preparation, mitigation, and other expenses directly related to hurricanes Harvey, Irma, and Maria.
- CDC releases the first update to its 15 public health preparedness capabilities, which were established in 2011. The Public Health Preparedness Capabilities: National Standards for State and Local Planning | State and Local Readiness guides state and local jurisdictions in planning their preparedness priorities and determining which capabilities they should build or sustain. More than 350 subject matter experts from CDC, state and local health departments, and national partner organizations provided input into the capabilities update.

- CDC releases the first Public Health Crisis Response notice of funding opportunity (NOFO) on October 11 to enhance the nation’s ability to rapidly respond to public health emergencies. The NOFO increases the speed at which CDC can award funds to state, local, tribal, and territorial public health agencies through the establishment of an “approved but unfunded” (ABU) list of response funding recipients.
- CDC observes the 15th anniversary of the PHEP program. In commemoration of the PHEP anniversary and National Preparedness Month in September, DSLR releases a supplement to the American Journal of Public Health, The Evolution of Public Health Emergency Management from Preparedness to Response and Recovery (Volume 107:S5).
- CDC activates its State Coordination Task Force to coordinate with jurisdictions responding to hurricanes Harvey, Irma, and Maria.
