Purpose: An influenza pandemic has the potential to cause substantial morbidity and mortality as well as extensive social and economic disruption in the U.S. The overarching mission of CDC’s vaccine planning activities for pandemic influenza is to protect the public’s health and minimize the impact of an influenza pandemic by facilitating the manufacture, distribution, and administration of safe and effective pre-pandemic and pandemic influenza vaccines.
The purpose of this supplemental funding is to allow eligible applicants to enhance preparedness for pandemic influenza and involves efforts to increase demand for seasonal influenza vaccine among the general public, which will help to strengthen the vaccination infrastructure in the US, a critical component of pandemic influenza preparedness.

Activities:
Activities selected by the awardee must be stated and justified with a description of how they will add to or expand the current program. The awardee must provide a detailed description of its capacity to carry out the proposed activities and the collaborative efforts and partnerships that will be necessary for success. Awardee activities for supplemental funding include, but are not limited to, one or more of the following:
1. Identify and enhance collaboration with partners
A. Collaborate with community-based organizations to identify, refer, and follow-up high risk persons in need of immunizations
B. Encourage collaborations between public clinics and community organizations for outreach purposes
2. Enhance interactions with and support of adult coalitions
3. Encourage implementation of evidence-based interventions to increase seasonal influenza for all ages and other adult immunizations such as:
4. Work with partners to implement strategies to improve influenza vaccination of health-care personnel
5. Work with partners to implement strategies to improve influenza and pneumococcal vaccination of Medicare beneficiaries
6. Work with partners to implement strategies to ensure influenza, pneumococcal polysaccharide, and Td/Tdap vaccination of hospitalized adults prior to discharge
7. Work with partners to implement Joint Commission standards that establish annual influenza vaccination programs.
8. Work with partners to ensure that immunization services are readily accessible to high-risk persons.
A. After-hours immunization services, co-locate public immunization services with other public health or social service agencies, public clinics or treatment centers that serve persons likely to be high risk
B. Collaborate with other local, state, and federal agencies to identify, refer, and follow-up high risk adults in need of immunization
9. Work with partners to promote awareness and education about adult vaccination among providers, community organizations, and the public
10. Work with partners to implement strategies to increase influenza vaccination of school-age children and adolescents.
11. Develop and implement measures to assess progress of activities implemented as part of this effort.
12. Work with providers to increase seasonal influenza vaccination within the medical home.
13. Develop a Project Abstract which contains a summary of proposed activities suitable for dissemination to the public.

Throughout the project period, CDC’s commitment to continuation of awards will be based on the availability of funds, evidence of satisfactory progress by the recipient (as documented in required reports), and the determination that continued funding is in the best interest of the Federal government.
Limited Competition
Assistance will be provided only to the current 64 grantees currently funded under FOA IP08-803 because they have the necessary infrastructure in place to perform the activities required and have the experience needed to successfully complete the required functions. Included among these grantees are the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Competition is limited to the entities listed above because they have the primary responsibility for carrying out the public health assurance functions required to achieve the desired outcomes and performance goals established by CDC.

The Project Abstract must contain a summary of the proposed activity suitable for dissemination to the public. It should be a self-contained description of the project and should contain a statement of objectives and methods to be employed. It should be informative to other persons working in the same or related fields and insofar as possible understandable to a technically literate lay reader. This Abstract must not include any proprietary/confidential information.
A project narrative must be submitted with the application forms. All electronic narratives must be uploaded in a PDF file format when submitting via Grants.gov. The narrative must be submitted in the following format:

The agency or organization is required to have a Dun and Bradstreet Data Universal Numbering System (DUNS) number to apply for a grant or cooperative agreement from the Federal government. Applications completed on-line through Grants.gov are considered formally submitted when the applicant organization’s Authorizing Organization Representative (AOR) electronically submits the application to www.Grants.gov. If requesting indirect costs in the budget, a copy of the indirect cost rate agreement is required. If the indirect cost rate is a provisional rate, the agreement should be less than 12 months of age. Is the plan adequate to fully address each of the required elements listed in Section I of this Announcement including specific and measurable objectives and activities to meet those objectives? Is the plan complete, sound, and practical? Does it include outcome measures?
2. Capacity (30 points) Is the staffing plan adequate and does it demonstrate an understanding of the labor needed to accomplish the stated objectives and related activities? Do staff members have appropriate experience? Are the staff roles clearly defined? As described, will staff be sufficient to accomplish the identified program goals?

V.2. Review and Selection Process
Applications will be reviewed for completeness and eligibility. Applicants will be notified if the application did not meet submission requirements.
Project Officers will utilize standard review criteria in conducting "capability assessments" of each application, in accordance with the criteria listed in the "V.1. Criteria" section above. Reviewers will be CDC employees from within the National Center for Immunization and Respiratory Diseases.
VI.1. Award Notices
Successful applicants will receive a Notice of Award (NoA) from the CDC Procurement and Grants Office. The NoA shall be the only binding, authorizing document between the recipient and CDC. The NoA will be signed by an authorized Grants Management Officer and emailed to the program director and to the recipient fiscal officer identified in the application.
VI.2. Administrative and National Policy Requirements
The basic and resulting awards will be subject to the requirements of Section 106 (g) of the Trafficking Victims Protection Act of 2000, as amended (22 U.S.C. 7104).
