Working Capital Fund (WCF)


Background


The Government Accountability Office (GAO) examined various WCFs and identified the following critical success factors for effectively managing and operating a WCF:

  • Clearly delineate roles and responsibilities of WCF personnel, customers, and service providers
  • Ensure self-sufficiency by recovering the Agency’s actual costs
  • Establish performance measures and goals
  • Build in flexibility to obtain customer input and meet customer needs
  • Monitor balance of fund reserves

  • Department of Justice
  • United States Agency for International Development
  • Department of Defense
