Site Profile
Site Profile for the Lawrence Berkeley National Laboratory
(Revised May 10, 2010)
PDF 1 MB (109 pages)
Revision Includes: Incorporates SEC-00160 into Section 1.2. Updated boilerplate language.
Incorporates guidance on the assignment of recycled uranium contaminants for intakes based on uranium bioassay
results. Incorporates guidance on the assignment of plutonium mixtures for intakes based on plutonium bioassay
results. Incorporates additional tritium guidance on the assignment of internal dose from stable metal tritides,
and organically bound tritium. Incorporated information from historical documents captured since the last
revision about X-ray equipment and exams before 1975, the addition of the LAT chest projection to the X-ray
exam protocol in the 1970s, and the addition of the oblique(s) chest projection(s) to the X-ray exam protocol
in the 1980s. Added Table 3-1, "Frequency of occupational chest X-ray screening". Added all the organs to Table
3-2, the table of organ doses for all time periods, and added the organ doses from the LAT and OBL chest
projections. Organ doses after 1975 are based on X-ray equipment measurements at LBNL, and decreased slightly
from the previous revision as a result of using site specific entrance air kerma in air measurements. Added
Table 3-3, "Skin dose guidance for various chest projections and periods", and Table 3-4, "Skin dose (rem) from
various chest projections, 1942 to present". Incorporates formal internal and NIOSH review comments. Constitutes
a total rewrite of the document.

General Comments and Discussion Papers on LBNL
General comments and discussion papers on the Lawrence Berkeley National Laboratory (LBNL) work site are listed below. These working documents were prepared by NIOSH or the Advisory Board on Radiation and Worker Health (or their technical support and review contractors). Draft, preliminary, interim, and white paper documents are not final positions unless specifically marked as such. Many of these documents represent preliminary positions taken on technical issues. The most recent documents appear at the top of the list.
The discussion papers have been reviewed to identify and redact any information that is protected by the Privacy Act 5 USC §552a and has been cleared for distribution.

Program Evaluation Reports (PERs) and Program Evaluation Plans (PEPs)
NIOSH is committed to applying the best available science in dose reconstructions. In keeping with this commitment, completed cases with probabilities of causation less than 50% are reviewed as relevant new information becomes available. The results of these reviews are described in a Program Evaluation Report (PER). The PER details the effect, if any, of the new information on the completed dose reconstruction. If it appears that the new information may result in an increase in dose for a completed dose reconstruction with a probability of causation of less than 50%, NIOSH is committed to working with the Department of Labor to reopen and rework the dose reconstruction, as appropriate. A Program Evaluation Plan (PEP) describes plans for evaluating specific program details or issues.
At the current time, no PERs or PEPs specific to LBNL have been developed. However, we have developed PERs and PEPs that pertain to multiple sites. To view all PERs and PEPs that have been developed, please refer to the Program Evaluation Reports (PERs) and Program Evaluation Plans (PEPs) page.

Worker Outreach Activities
Based on a recommendation from the Advisory Board to provide workers and site experts with opportunities to participate in developing the technical documents used in dose reconstruction, NIOSH established a Worker Outreach Program.
At Worker Outreach Meetings, current and former DOE and AWE employees have opportunities to obtain information about Site Profiles, Technical Basis Documents, and Technical Information Bulletins, and to provide information for consideration and possible use in dose reconstruction. This process is valuable to ensure that the technical documents used in dose reconstruction contain correct and useful information.
Below are the Worker Outreach Activities for LBNL:
At the current time, worker outreach activities have not been scheduled.

Advisory Board Work Group on LBNL
- Lawrence Berkeley National Laboratory (LBNL) Work Group
This Work Group is responsible for reviewing the LBNL site profile, the SEC petition from LBNL petitioners, the NIOSH Evaluation Report of the petition, the SC&A Review of the LBNL Site Profile, considering issues raised by the Board's contractor (SC&A) concerning the site profile and the petition Evaluation Report, and for assisting NIOSH and SC&A in the resolution of such issues. The Work Group may recommend to the Board, changes in the site profile as appropriate. The Work Group should strive to develop a recommendation to the Board on whether a class should be added to the SEC.

Please note that as part of the procedures and processes of the Advisory Board's Work Groups, several kinds of pre-decisional documents may be developed. These documents, which can include white papers, matrices, working drafts, etc., are distributed among the Work Group members as research and background tools to facilitate discussion and deliberation. The discussions during the above meeting may cover a pre-decisional document. Because these types of documents are pre-decisional in nature, may contain sensitive information, and may change over time, they are not posted on our Web site. These finalized, reviewed and redacted pre-decisional documents are also available to other interested parties through an appropriate Freedom of Information Act request. Requests for documents not in the public domain should be submitted to the CDC/ATSDR Freedom of Information Act Office at foiarequests@cdc.gov.
