One CDC Data Platform (1CDP) is a unified data platform supporting routine and emergency public health response, including data collection, ingestion, integration, management, transformation, analysis, security, reporting, and sharing. As a unified data platform, 1CDP enables CDC's partners — federal agencies and jurisdictions, including state, tribal, local, and territorial (STLT) public health departments — to leverage integrated data for public health surveillance and response. With 1CDP, users can prepare for, detect, and respond to public health threats quickly, accurately, and efficiently.

Benefits of 1CDP for STLTs

1CDP hosts centralized data assets and shared workflows, products, and capabilities for routine work as well as emergency response. The platform is designed to simplify data processes and increase data accessibility to enable quicker, more informed decisions, strengthening public health surveillance and response coordination.

  • Builds on previous investments: 1CDP builds upon previous data modernization investments that began transitioning siloed data systems and tools, moving towards interconnected data and the use of collaborative capabilities and workflows.
  • Enables flexible data exchange: 1CDP accepts a variety of data formats and transport methods, including bulk upload options. The platform accommodates both traditional data sharing practices, such as manual uploads and file transfers, and more automated methods, such as application program interface (API) connections. By supporting both approaches, STLT partners can choose the method that best fits their operational needs, enhancing collaboration and data utilization across different systems.
  • Improves data access: 1CDP allows authorized STLT users to access analytically ready, validated common datasets. This provides users with high-quality data for analysis and decision-making, enhancing collaboration and reducing the time spent on data preparation.
  • Enhances data-driven analytics: 1CDP allows users to perform advanced data analytics using low- and no-code tools to inform decision-making for public health impact.

1CDP evolved from a consolidation of the former Data Collation and Integration for Public Health Event Response (DCIPHER) and HHS Protect platforms, offering expanded functionality while streamlining systems to meet routine and emergent public health needs.

1CDP for STLTs: Access and Training

Previous STLT users of DCIPHER and HHS Protect were automatically transitioned to 1CDP with no changes to their program access permissions. In FY25, STLT partner users onboarded to the platform through ongoing partnerships with CDC programs that are working in 1CDP.

1CDP improves coordination between STLTs and CDC to better support public health action. Over time, as 1CDP continues to grow with additional programs, data sources, and shared capabilities moving into the platform, more STLT users will be onboarded to 1CDP.

For partners interested in training, a collection of one-pagers and eLearnings are currently shared in 1CDP (users must already have platform access). General trainings on the platform's underlying software and tools are also available.

Engaging STLT Partners

The primary objective of 1CDP is to develop a data system that allows CDC to practice public health work with greater collaboration and increased efficiency. As CDC continues to build 1CDP, CDC will continue to engage with STLT and national partners to further understand operational needs while ensuring the platform meets the needs of all users.
