In this project, researchers are identifying and assessing interventions used in the National Breast and Cervical Cancer Early Detection Program (NBCCEDP) for recruitment and professional development. NBCCEDP, a federal program established in 1990, provides low-income women access to screening and diagnostic services to detect breast and cervical cancer at the earliest stages. The services are offered through state and tribal public health organizations in all 50 states, Washington, D.C., 4 U.S. territories, and 13 Native American or Alaska Native tribes. However, a study conducted in 2000 showed that NBCCEDP services reached only 12 to 15 percent of uninsured women aged 50–64 years who were eligible for the program.
Investigators are collecting information on the interventions offered in each location that are designed to recruit women for screening, as well as those that provide professional development for health care providers and program staff. The researchers are using a rating system to assess whether the interventions apply evidence-based cancer prevention and control practices. The inventory and assessment is based on national models of systematic, evidence-based reviews. Findings will be made available to help improve the program’s reach and effectiveness.
