2A. Expand programmatic flexibility to facilitate program collaboration and the integration of services at the client level.

I. Review all non-research, programmatic funding opportunity announcements (FOAs) for NCHHSTP divisions to ensure the inclusion of language and performance measures in support of PCSI.

Indicator: Number of non-research FOAs in alignment with PCSI principles (annually)

FY 2010 Accomplishments

  • Signed seven core funding opportunity announcements with PCSI.
  • PCSI funding opportunity announcement developed and funds awarded to 6 jurisdictions.
  • Expanded HIV Testing Initiative continued with a newly defined and measurable PCSI activity.
  • A subset of seven health departments were supported under the Expanded HIV Testing Program to support integrated services in health-care and/or non-health care settings. 

FY 2011 Plans

  • Pending new resources, expand cohort of awardees to 10 additional jurisdictions.
  • Seek opportunities to include language in support of program use of the sexual health framework in relevant NCHHSTP FOAs.

II. Organize and coordinate activities to ensure cross-division involvement in the development of FOAs and program guidance.

Indicator: Number of non-research FOA activities coordinated by programs

FY 2010 Accomplishments

  • Developed new FOA for HIV/STD Prevention Training Centers (PTCs) with PCSI language.
  • Began work on the development of an integrated FOA for the Pacific Islands.

FY 2011 Plans

  • Incorporate PCSI language into any new FOAs in NCHHSTP.

III. In an era of health reform, encourage and support jurisdictions to identify and remove administrative barriers to PCSI; review local epidemiology for co-morbidities; and develop and implement locally appropriate strategies.

Indicator: Number of administrative barriers removed

FY 2010 Accomplishments

  • Worked to develop common guidance for jurisdictions on data sharing.
  • Began development of a joint training course for HIV and STD partner services.
  • Funded six jurisdictions to address syndemics through PCSI.
  • Included activity in individual FOAs being recompeted across all four divisions.

2B. Align surveillance systems, policies, standards, and procedures so that surveillance data can be accessed and used for integrated public health interventions, integrated programmatic planning, and evaluation.

I. Develop guidance that facilitates data sharing between programs and that identifies and removes barriers to surveillance integration.

FY 2010 Accomplishments

  • Convened consultation on surveillance data security and confidentiality (S&C) standards.

FY 2011 Plans

  • Update security and confidentiality guidelines to reflect feedback from the consultation. Estimated publication Spring 2011.

II. Provide integrated surveillance data to enhance understanding of co-morbidities and syndemics.

FY 2010 Accomplishments

  • Began development of a web visualization project to improve availability, access and usability of HIV, Viral Hepatitis, STD, and TB data and datasets for programs and the general public.

FY 2011 Plans

  • Develop an integrated surveillance web portal.
  • Complete data harmonization across HIV/AIDS, STD, TB and viral hepatitis.

III. Assess and demonstrate the feasibility and acceptability of integrated surveillance.

FY 2010 Accomplishments

  • Expanded Emerging Infections Program surveillance sites to include data on hepatitis C.

FY 2011 Plans

  • In collaboration with HRSA, convene a consultation with clinical providers and community-based organizations to develop recommendations for gathering and reporting necessary data to calculate community viral load.
  • Provide technical assistance to sites on calculating community viral load.

2C. Identify and promote opportunities for integrated trainings, cross-training, and training on integration for NCHHSTP and jurisdictions.

I. Enhance collaboration and coordination between NCHHSTP training units and identify opportunities for integration.

Indicator: Integrated trainings developed (by 2012)

FY 2010 Accomplishments

  • Developed Integrated Partner Services course-writing and programming web-based content.
  • Supported regional training projects with HRSA, HHS Office of Population Affairs, and Substance Abuse Health and Services Administration training center grantees.

II. Enhance capacity to cross-train CDC staff (headquarters and field), partners, and staff in jurisdictions and territories.

2D. Implement, maintain, and evaluate support systems, policies, structures, and activities designed to enhance PCSI.

I. Maintain cross-division workgroups to develop guidance and coordinate program efforts for MSM, drug users, and other populations with multiple health disparities.

Indicator: Number of integrated guidelines and recommendations published (annually)

FY 2010 Accomplishments

  • Continued to convene cross-division workgroups focusing on surveillance, MSM, drug users, corrections, PCSI, health equity.
  • NCHHSTP workgroup on men who have sex with men (MSM) developed a Center MSM prevention plan.

FY 2011 Plans

  • Publish MMWR on guidelines for HIV, VH, STD, and TB prevention among illicit drug users.
  • Implement NCHHSTP MSM prevention plan.
  • Complete a framework document on “MSM HIV/STI Prevention and Health.”
  • Drug user workgroup will work on the integrated guidelines for prevention in this population and look for opportunities for publication.

II. Identify and support opportunities for integrated program guidelines and recommendations and facilitate access to information that will improve integrated public health practice.

FY 2010 Accomplishments

  • Completed guidelines for the “Prevention and Control of HIV/AIDS, Viral Hepatitis, Sexually Transmitted Diseases, and Tuberculosis among Persons who Use Illicit Drugs.”
  • Began work to harmonize surveillance data elements and the developed a web-based visualization system that will provide access to data for public health planning.

FY 2011 Plans

  • Make visualization system available on the internet.
  • Explore integrating or harmonizing data release agreements with jurisdictions.

III. Incentivize PCSI activities for work plans at the individual, branch, division, and center levels.

  • Insert PCSI language in 2011 performance plans for project officers and consultants.

2E. Conduct research and evaluation related to PCSI.

I. Facilitate and encourage behavioral, health services, and communications research and epidemiological studies related to PCSI in a transformed health system.

FY 2010 Accomplishments

  • Developed scope of work and contract to conduct a literature review for PCSI.
  • Conducted a review of published literature on PCSI.

FY 2011 Plans

  • Complete PCSI literature review.
  • Implement a PCSI evaluation matrix.
