Epidemiology and Laboratory Capacity (ELC) Cooperative Agreement Program Funding Initiated In 1995

Activities Proposed for FY 05
Antimicrobial Resistance, Food Safety, Hepatitis Prevention and Control, Influenza Surveillance and Response, National Electronic Disease Surveillance System, West Nile Virus, and General Epidemiology and Laboratory Capacity
Key Performance Indicators
Antimicrobial Resistance
- Infection control practitioners, laboratory directors, and pharmacy directors at each of 57 acute care hospitals will have been invited to join the GET SMART campaign.
- Thirty physician outreach visits shall have been completed with evaluation, as evidenced by completed evaluation forms.
- Low literacy educational materials will be displayed on the AMR website and copies of evaluation forms will be on file with the AMR nurse educator.
Food Safety
- An MPH prepared epidemiologist is on the IDEP staff.
- Foodborne investigation form and foodborne complaint form are incorporated into NEDSS.
- NEHA foodborne outbreak training has been held in West Virginia as of December 2004.
- Participation in NARMS continues.
- During the funding period, 100 percent of reported outbreaks will have each of the following fields completed: 1) Number of lab-confirmed cases, 2) Ages of cases, 3) Sex of Cases, 4) Number of Hospitalizations, and 5) Number of Deaths.
Hepatitis Prevention and Control
- Meeting of VHWG has been held at least once a month.
- A Hepatitis C Prevention and Control Plan are available.
- State funding for hepatitis A and B vaccine has been requested.
- Complete a list of sites that should be involved in HCV/HIV counseling, testing and referral.
- Completion of a survey to identify the type of education and training needed for health care providers by March 31, 2006.
Influenza Surveillance and Response
National Electronic Disease Surveillance System
- Success is defined as retaining existing WVEDSS staff through the funding period
- Effectiveness will be measured through the enhancement of notifiable condition surveillance and disease control capabilities.
- STC will complete enhancements to WVEDSS as necessary to facilitate web based information exchange between local and state health departments by March, 2006.
West Nile Virus
- A significant increase in mosquito adult and larval specimens submitted for identification and testing over a five year period gives provision to ample specimens.
- One hundred percent of probable and confirmed arbovirus cases have complete clinical and environmental investigations and data is received by CDC within one week of receipt by IDEP.
- Up to date data is available on the IDEP website.
- Testing of all appropriately submitted avian specimens occurs at OLS throughout 2005.
- Weekly data is available for posting to the IDEP website.
- At least five community education and arbovirus prevention campaigns have been initiated at the local level.
General Epidemiology and Laboratory Capacity
- The "In the News" section is up to date on the website.
- The website has an up to date hepatitis page developed by the West Virginia Hepatitis Prevention Team.
- Quarterly updates to the West Virginia Reportable Disease Manual have been sent to local health departments.
- A Communicable Disease Annual Report will be formatted and distributed to local health departments, by the end of the grand funding period.
- Implementation of a new LIMS system for OLS by August, 2005, and implementation of LIMS/WVEDSS interface by March, 2006.
