New U.S. Department of State Worksheets [DS-3024, DS-3025, and DS-3026]

  1. On May 20, 1999, the U.S. Immigration and Naturalization Service stated that public charge "means an alien [or applicants] . who is likely to become 'primarily dependent on the [U.S.] government for subsistence, as demonstrated by either (i) the receipt of public cash assistance for income maintenance or (ii) institutionalization for long-term care at government expense.' Institutionalization for short periods of rehabilitation does not constitute such primary dependence."
