Orange County, Florida

The Orange County Public School District receives funding from CDC’s Division of Adolescent and School Health to

  • Conduct the Youth Risk Behavior Survey.
  • Implement effective policies, programs, and practices to avoid, prevent, and reduce sexual risk behaviors among students that contribute to HIV infection, sexually transmitted diseases (STDs), and pregnancy.

HIV, STD, and Unintended Pregnancy Prevention

Orange County is seeking to increase the percentage of schools that address all of the following in a required course taught during grades 6, 7, or 8:

  • The differences between HIV and AIDS.
  • How HIV and other STDs are transmitted.
  • How HIV and other STDs are diagnosed and treated.
  • Health consequences of HIV, other STDs, and pregnancy.
  • The benefits of being sexually abstinent.
  • How to prevent HIV, other STDs, and pregnancy.
  • How to access valid and reliable health information, products, and services related to HIV, other STDs, and pregnancy.
  • The influences of media, family, and social and cultural norms on sexual behavior.
  • Communication and negotiation skills related to eliminating or reducing risk for HIV, other STDs, and pregnancy.
  • Goal setting and decision making skills related to eliminating or reducing risk for HIV, other STDs, and pregnancy.
  • Compassion for persons living with HIV or AIDS.
Activities
  • Develop Orange County Public Schools (OCPS)-approved HIV prevention curriculum, health education standards, frameworks, and instructional strategies to be used in 37 middle schools and selected alternative education sites.
  • Update approved OCPS HIV prevention curriculum, health education standards, frameworks, and instructional strategies developed by project staff to more than 300 middle school human sexuality education teachers.
  • Provide frameworks on how to assess students’ knowledge and skills regarding HIV prevention in more than 300 middle school human sexuality education teachers’ classrooms.
  • Develop and provide a lesson for Exceptional Student Education HIV prevention lesson for students in grades 6–8.

  • The relationship among HIV, other STDs, and pregnancy.
  • The relationship between alcohol and other drug use and risk for HIV, other STDs, and pregnancy.
  • The benefits of being sexually abstinent.
  • How to prevent HIV, other STDs, and pregnancy.
  • How to access valid and reliable health information, products, and services related to HIV, other STDs, and pregnancy.
  • The influences of media, family, and social and cultural norms on sexual behavior.
  • Communication and negotiation skills related to eliminating or reducing risk for HIV, other STDs, and pregnancy.
  • Goal setting and decision making skills related to eliminating or reducing risk for HIV, other STDs, and pregnancy.
Activities
  • Develop OCPS-approved HIV prevention curriculum, health education standards, frameworks, and instructional strategies to be used in 19 high schools, three ninth-grade centers, and selected alternative education sites.
  • Update approved OCPS HIV prevention curriculum, health education standards, frameworks, and instructional strategies developed by project staff to over 75 high school human sexuality education teachers and 15 external partners.
  • Provide frameworks on how to assess or measure at the classroom level students’ knowledge and skills regarding HIV prevention to over 75 high school human sexuality education teachers and 15 external partners.
  • Develop and provide a lesson for Exceptional Student Education HIV prevention lesson for students in grades 9–12.


Orange County is seeking to increase the percentage of schools that deliver HIV, STD, or pregnancy prevention programs (including after school or supplemental programs) that meet the needs of ethnic/racial minority youth at high risk (e.g., black, Hispanic, or American Indian youth) by doing all of the following:

  • Providing curricula or supplementary materials that include pictures, information, and learning experiences that reflect the life experiences of these youth in their communities.
  • Providing curricula or supplementary materials in the primary languages of the youth and families.
  • Facilitating access to direct health services or arrangements with providers not on school property who have experience in serving these youth in the community.
  • Facilitating access to direct social services and psychological services or arrangements with providers not on school property who have experience in serving these youth in the community.
  • Requiring professional development for school staff on HIV, STD, and pregnancy prevention issues and resources for these youth.
Activities
  • Develop and approve science- and/or evidence-based prevention activities for at least 100 youth identified as being at disproportionate risk for HIV, STD, and teen pregnancy at priority schools.
  • Develop and approve science- and/or evidence-based prevention activities and supplemental prevention materials focused on sexual minority youth to all Gay-Straight Alliance sponsors.
  • Develop and approve science- and/or evidence-based prevention activities and supplemental prevention materials focused on incarcerated youth to appropriate community partner presenters and teachers.
