Broward County, Florida

Broward County Public Schools receives funding from CDC’s Division Adolescent and School Health to

  • Conduct the Youth Risk Behavior Survey.
  • Implement effective policies, programs, and practices to avoid, prevent, and reduce sexual risk behaviors among students that contribute to HIV infection, sexually transmitted diseases (STDs), and pregnancy.
  • Implement effective policies, programs, and practices to prevent and reduce asthma episodes and absences among students with asthma.

HIV, STD, and Unintended Pregnancy Prevention

Broward is seeking to increase the percentage of schools that address all of the following in a required course taught during grades 6, 7, or 8:

  • The differences between HIV and AIDS.
  • How HIV and other STDs are transmitted.
  • How HIV and other STDs are diagnosed and treated.
  • Health consequences of HIV, other STDs, and pregnancy.
  • The benefits of being sexually abstinent.
  • How to prevent HIV, other STDs, and pregnancy.
  • How to access valid and reliable health information, products, and services related to HIV, other STDs, and pregnancy.
  • The influences of media, family, and social and cultural norms on sexual behavior.
  • Communication and negotiation skills related to eliminating or reducing risk for HIV, other STDs, and pregnancy.
  • Goal setting and decision making skills related to eliminating or reducing risk for HIV, other STDs, and pregnancy.
  • Compassion for persons living with HIV or AIDS.
Activities
  • Design training and support materials for seventh- and eighth-grade instructional staff that will increase the implementation of HIV, STD, and teen pregnancy prevention content delivered to all seventh and eighth grade students.
  • Market training and support materials on the Broward Virtual University Web site.
  • Develop, produce, and market three culturally competent podcasts on HIV, STD, and teen pregnancy prevention content that should be delivered by all seventh and eighth grade teachers.


Broward is seeking to increase the percentage of schools that address all of the following in a required course taught during grades 9, 10, 11, or 12:

  • The relationship among HIV, other STDs, and pregnancy.
  • The relationship between alcohol and other drug use and risk for HIV, other STDs, and pregnancy.
  • The benefits of being sexually abstinent.
  • How to prevent HIV, other STDs, and pregnancy.
  • How to access valid and reliable health information, products, and services related to HIV, other STDs, and pregnancy.
  • The influences of media, family, and social and cultural norms on sexual behavior.
  • Communication and negotiation skills related to eliminating or reducing risk for HIV, other STDs, and pregnancy.
  • Goal setting and decision making skills related to eliminating or reducing risk for HIV, other STDs, and pregnancy.
Activities
  • Assess the needs of training participants through various data systems.
  • Provide online courses, webinars, and face-to-face professional development events to address the HIV, STD, and teen pregnancy prevention content that should be delivered by all high school teachers.
  • Measure the effectiveness of professional development events, including the use of Broward County’s BRITE system, that allow participants to provide feedback to strengthen training components.


Broward is seeking to increase the percentage of schools in which the lead health education teacher received professional development during the past 2 years on all of the following:

  • Describing how widespread HIV and other STD infections are and the consequences of these infections.
  • Understanding the modes of transmission and effective prevention strategies for HIV and other STDs.
  • Identifying populations of youth who are at high risk of being infected with HIV and other STDs.
  • Implementing health education strategies using prevention messages that are likely to be effective in reaching youth.
Activities
  • Develop a Bridging Education & Attitudes with Teens training cadre that will include 10 instructional staff to serve as training leaders for the district.
  • Identify 10 new schools annually to be trained in the Bridging Education & Attitudes with Teens program, with each new participating school creating a portfolio and electronic data system.
  • Identify 14 schools that will deliver the Project U Turn Wait Training peer-to-peer education program.

Asthma Management

Broward is seeking to increase the percentage of schools that implement a policy permitting students to carry and self-administer asthma medications in both of the following ways:

  • Communicate the policy to students, parents, and families.
  • Designate an individual responsible for implementing the policy.
Activities
  • Establish active Asthma Core Teams in 20 schools and designate an Asthma Core Team leader at each of the 20 identified schools.
  • Provide professional development and follow-up support within 2 weeks of in-service trainings to all asthma core teams.


Broward is seeking to increase the percentage of schools requiring that all school staff members receive training on recognizing and responding to severe asthma symptoms that require immediate action, as a part of annual staff development.

Activities
  • Develop and market a sustained asthma education program for K–12 school personnel.
  • Provide asthma updates biennially via BECON Instructional television.
  • Provide two online asthma education programs for K–12 teachers and faculty on asthma management and emergency response through Broward Virtual University.


Broward is seeking to increase the percentage of schools that provide intensive case management for students with poorly controlled asthma at school. These intensive services should include all of the following:

  • Providing referrals to primary healthcare clinicians or child health insurance programs.
  • Ensuring an appropriate written asthma action plan is obtained.
  • Ensuring access to and appropriate use of asthma medications, spacers, and peak flow meters at school.
  • Offering asthma education for the student with asthma and his or her family.
  • Minimizing asthma triggers in the school environment.
  • Addressing social and emotional issues related to asthma.
  • Providing additional psychosocial counseling or support services as needed.
  • Ensuring access to safe, enjoyable physical education and activity.
  • Ensuring access to preventive medications before physical activity.
Activities
  • Collaborate with the School Board of Broward County Risk Management Department to develop asthma management training materials.
  • Offer asthma education to all of the School Board of Broward County school administrators and faculty, transportation staff, school social workers, counselors, custodial staff, and food and nutrition services personnel.
  • Produce a webinar on managing asthma and on ways to improve indoor and outdoor air quality, and market webinar to the School Board of Broward County staff, parents, and community members.
