Idaho

The Idaho State Department of Education receives funding from CDC’s Division of Adolescent and School Health to

  • Conduct the Youth Risk Behavior Survey.
  • Implement effective policies, programs, and practices to avoid, prevent, and reduce sexual risk behaviors among students that contribute to HIV infection, sexually transmitted diseases (STDs), and pregnancy.
  • Promote coordinated school health policies, programs, and practices with an emphasis on physical activity, nutrition, and tobacco use prevention.

HIV, STD, and Unintended Pregnancy Prevention

Idaho is seeking to increase the percentage of schools that provide parents and families health information to increase parent and family knowledge of HIV prevention, STD prevention, and teen pregnancy prevention.

Activities
  • Provide parents with educational materials on talking with their child or teen about sexual health topics through the “Tell it to Me Straight” program and annual parent-teacher association conference.
  • Collaborate with the Parent Involvement Program at the State Department of Education in providing parents with materials in talking with their children about sexual health.

Idaho is seeking to increase the percentage of schools in which the lead health education teacher received professional development on at least six of the following during the past 2 years:

  • Teaching HIV prevention to students with physical, medical, or cognitive disabilities.
  • Teaching HIV prevention to students of various cultural backgrounds.
  • Using interactive teaching methods for HIV prevention education, such as role plays or cooperative group activities.
  • Teaching essential skills for health behavior change related to HIV prevention and guiding student practice of these skills.
  • Teaching about health-promoting social norms and beliefs related to HIV prevention.
  • Strategies for involving parents, families, and others in student learning of HIV prevention education.
  • Assessing students’ performance in HIV prevention education.
  • Implementing standards-based HIV prevention education curricula and student assessment.
  • Using technology to improve HIV prevention education instruction.
  • Teaching HIV prevention to students with limited English proficiency.
  • Addressing community concerns and challenges related to HIV prevention education.
Activities
  • Collaborate with the Division of Health’s Adolescent Pregnancy Prevention program to provide professional development to teachers in school districts on HIV, STD, and unintended pregnancy prevention, placing an emphasis on districts with related health disparities.
  • Organize and sponsor an HIV summit with the Idaho Department of Health and Welfare, Boise State University, and Idaho State University on HIV, STD, and unintended pregnancy prevention.
  • Provide workshops for health education professionals to help them review and analyze the quality of health education programs, including HIV, STD and comprehensive sex education programs using CDC’s Health Education Curriculum Analysis Tool.

Idaho is seeking to increase the percentage of schools that follow a policy or policies that address all of the following issues:

  • Attendance of students with HIV infection.
  • Procedures to protect HIV-infected students and staff from discrimination.
  • Maintaining confidentiality of HIV-infected students and staff.
Activities
  • Revise the state HIV Policy Guidance.
  • Distribute the state HIV Policy Guidance to each school district in Idaho to raise understanding of the importance of the HIV policy in school settings.
  • Present updated HIV Policy Guidelines to the 12 pilot school teams at the annual Leadership Summit.

Physical Activity, Nutrition, and Tobacco (PANT)

Physical Activity


Idaho is seeking to increase the percentage of schools in which those who teach physical education are provided with all of the following:

  • Goals, objectives, and expected outcomes for physical education.
  • A written physical education curriculum.
  • A chart describing the annual scope and sequence of instruction for physical education.
  • Plans for how to assess student performance in physical education.
Activities
  • Conduct at least two professional development opportunities for staff at Coordinated School Health (CSH) pilot schools on approved Idaho Health Education and Physical Education Content Standards for improving their health and physical education programs.
  • Offer health and physical education curriculum assessment trainings and follow-up support to CSH pilot schools and other interested sites.
  • Present revised Idaho Health Education and Physical Education Content Standards to the state legislature for approval.
  • Offer National Association of Sport and Physical Education PIPEline workshops for pilot schools and other districts in the state.
  • Complete statewide Physical Education Survey of all K–12 physical education teachers and disseminate data statewide.

Nutrition


Idaho is seeking to increase the percentage of schools that use at least three of the following strategies anywhere in the school to promote healthy eating:

  • Price nutritious food and beverage choices at a lower cost while increasing the price of less nutritious foods and beverages.
  • Collect suggestions from students, families, and school staff on nutritious food preferences and strategies to promote healthy eating.
  • Provide information on the nutrition and caloric content of foods available.
  • Conduct taste tests to determine food preferences for nutritious items.
  • Provide opportunities for students to visit the cafeteria to learn about food safety, food preparation, or other nutrition-related topics.
Activities
  • Develop educational materials and outreach events advocating for a state school policy to increase healthier options in vending machines in all Idaho schools. In addition, develop an assessment to identify current vending policies in school districts.
  • Provide technical assistance for CSH pilot schools based on assessments completed by schools using the School Health Index and the Healthy School Report Card.
  • Work with the pilot schools that are addressing nutrition to develop surveys to determine student, family, and staff preferences for nutritious foods.
  • Complete statewide body-mass index study of more than 5,000 K–12 students and disseminate fact sheets to stakeholders.

Tobacco


Idaho is seeking to increase the percentage of schools that implement a tobacco-use prevention policy in all of the following ways:

  • Provide visible signage.
  • Communicate the policy to students, staff, and visitors.
  • Designate an individual responsible for enforcement.
  • Have a process in place for addressing violations.
  • Use remedial rather than punitive sanctions for violators.
  • Tailor consequences to the severity and frequency of the violation.
  • Communicate student violations to their parents and families.
Activities
  • Distribute anti-tobacco signage to at least 20 percent of school districts in Idaho.
  • Create consistent health messages to market tobacco-use prevention policies and disseminate information through regional health education networks.
  • Provide a training session at the Idaho Prevention Conference on physical activity, nutrition, and tobacco within a coordinated school health approach.

Coordinated School Health

Idaho is seeking to increase the percentage of schools that have a group (e.g., school health team) that helps plan and implement school health programs, with representation from 10 or more of the following:

  • School administrators.
  • Health education teachers.
  • Physical education teachers.
  • Mental health or social services staff.
  • Nutrition or food service staff.
  • Health services staff (e.g., school nurse).
  • Maintenance and transportation staff.
  • Student body.
  • Parents or families of students.
  • Community.
  • Local health departments, agencies, or organizations.
  • Faith-based organizations.
  • Businesses.
  • Local government.
Activities
  • Collaborate on an interagency data retreat and communication plan that will assist the work of coordinated school health teams in schools.
  • Provide customized technical assistance to nine pilot schools funded for coordinated school health to help them build advisory councils and plan for the implementation of school health programs.
  • Disseminate coordinated school health information through regional health education networks, the Idaho Prevention Conference, and other marketing and professional development outlets.

  • Support the attendance of university and college staff at the Health Education Assessment Project training to build their capacity to implement health education standards and assessment and provide professional development for preservice teachers.
  • Offer professional development sessions on effective curricula, instructional strategies, and student assessment through regional health education networks, the Idaho Prevention Conference, and other professional development forums.
