Some people, including those with lower incomes, are at higher risk for heat-related illnesses during extreme heat incidents. Air conditioning is the strongest protective factor against heat-related illness. People with lower incomes may have limited access to air conditioning or hesitate to turn it on because of high electricity costs during peak heat hours. The Low Income Home Energy Assistance Program (LIHEAP) assists eligible households with their heating and cooling energy costs.
