Budget and Funding FAQs

Question

Can we include the purchase of vehicles in our proposed budget?


Answer

Yes. The purchase of vehicles is allowable during the first two years of the project period.

Question

If I submit a budget that is the floor amount, could I be awarded funding closer to the middle?


Answer

You will be awarded based on your requested amount after CDC review. There will be opportunities for budget negotiations; however, the amount will not exceed the ceiling.

Question

Is there a ceiling for the salary of any position?


Answer

Yes. The salary of a position cannot exceed the salary of the Vice President of the United States of America ($187,000). Additionally, recipients will have to adhere to any local policies regarding salaries.

Can we use disease-specific money for cross-cutting activities?


Answer

Yes. You may use disease-specific money for cross-cutting activities as long as the activity is within the scope of this NOFO and contributes to prevention and control of the disease category providing funds. However, it is important to understand that even though this NOFO is integrated, there is still a separation of funds by disease category, so you may not simply take the money from one disease category and apply it to different disease-specific program activity; you must be able to demonstrate that the activity is cross-cutting. In the budget narrative, you need to clearly identify which costs are associated with the proposed activities.

Question

What is an example of how we may use categorical funding for an integrated system or positions that are integrated and are responsible for multiple disease prevention efforts?


Answer

You may pool funding to support personnel, equipment, supplies, or activities with multiple disease functions as long as there is clear and separate accounting in the budget narrative of how categorical funds are being used.

Example #1: Cross-cutting PCSI Surveillance Coordinator Position = $25,000 (50% HIV funds, 30% TB funds, 15% STD funds, and 5% Viral Hepatitis funds)

Example #2: Cross-cutting laboratory instrument = $100,000 (40% TB funds, 25% STD funds, 25% HIV funds, and 10% Viral Hepatitis funds)

Question

Should we use disease-specific money to test patients for other co-morbid infections?


Answer

Yes. Integrating screening and testing of persons at risk for multiple diseases is an activity in this cooperative agreement.

Question

Can PS18-1801 funds be used to purchase treatment?


Answer

Yes, PS18-1801 funds may be used to purchase STD treatment as recommended in the STD treatment guidelines, for women and their partners in an effort to prevent STD-related infertility. Funds may also be used to purchase drugs for the treatment of pregnant women diagnosed with an STD.  However, funds may not be used to purchase TB or HIV treatment.

Will a funding formula be used?


Answer

No. There is no funding formula established for the overall cooperative agreement. However, multiple funding streams from the Division of HIV/AIDS Prevention, Division of STD Prevention, and the Division of TB Elimination are combined. Each funding stream has its own funding algorithm.

Question

Regarding the PCSI Coordinator: based on the award funding levels (ceiling and floor), can we ask for additional funding? Already using most of money, so how should we add a new position without additional funds?


Answer

CDC is expecting a PCSI Coordinator position at 100%, and the ceiling is $1M. Applicants that request more than the ceiling will be considered non-responsive and will not be considered for funding.

When will we hear funding decisions?


Answer

Recipients should receive notice of award correspondence by early December 2017.

Please can you clarify the budget for the new funding request?


Answer

CDC is not providing budget amounts to Applicants.  Applicants should review Section B. Award Information (starting on page 30) and Section IV. Funding Strategy (starting on page 19).  Applicants must submit an itemized budget narrative and describe how the proposed budget is reasonable and consistent with the purpose, outcomes, and program strategy outlined in the project narrative.
