How to Access e-Vital Standards

The following eVital standards have been developed through the collaboration of CDC/NCHS and the National Association of Public Health Statistics and Information Systems (NAPHSIS) to support interoperability between electronic health record and vital record systems for birth, fetal death and death reporting.

 

e-Vital Standards for Birth and Fetal Death Reporting

Version 2.6 Implementation Guide: Vital Records Birth and Fetal Death Reporting, Release 1 STU Release 2 Provides a messaging implementation guide for transmitting birth and fetal death related information from a Provider setting to the jurisdictional Vital Records Office that sends information to the national statistical agency, the CDC/NCHS. Additionally, the document provides support for NCHS to report information back to the jurisdictional Vital Records Office. HL7 CDA® R2 Implementation Guide: Birth and Fetal Death Reporting Release 1, STU Release 2 – US Realm Provides guidance and document infrastructure for transmitting medical/health information on live births and fetal deaths from a Provider setting the jurisdictional Vital Records Office that sends information to the national statistical agency, the CDC/NCHS. Additionally, the document provides support for NCHS to report information back to the jurisdictional Vital Records Office. Integrating the Healthcare Enterprise (IHE) Quality, Research & Public Health (QRPH) – Birth and Fetal Death Reporting – Enhanced (BFDR-E), HL7 FHIR STU3, Content Profile (Rev 3.1) Defines the EHR content that may be used to pre-populate and transmit birth and fetal death information to vital records systems for vital registration purposes. Uses actors and transactions from the IHE IT Infrastructure (ITI) Technical Framework Supplement: Retrieve Form for Data Capture (RFD). This BFDR-E Profile uses the emerging HL7 ® FHIR ® specification. The FHIR release profiled in this supplement is STU 3. IHE QRPH Birth & Fetal Death Reporting – Enhanced (BFDR-E)

HL7 Version 2.6 Implementation Guide: Vital Records Death Reporting, Release 1 STU R2.1 – US Realm Provides a messaging implementation guide for transmitting death related information from a Provider setting to the jurisdictional Vital Records Office that sends information to the national statistical agency, the CDC/NCHS.  Additionally, the document provides support for the return of coded cause of death, and race and ethnicity information back to the jurisdictional Vital Records Office. HL7 FHIR: Vital Records Death Reporting v0.1.0 – STU Ballot #1 Provides guidance regarding the use of Fast Healthcare Interoperability Resources (FHIR) resources as a conduit for data required in the bidirectional exchange of mortality data between the jurisdictional Vital Records office and U.S. National Center for Health Statistics (NCHS). The use of FHIR as a platform for automation of vital records death reporting is expected to improve existing automation by enabling wide-scale adoption and leveraging the potential of electronic health records and clinical decision support systems. HL7 CDA® Release 2 Implementation Guide: Vital Records Death Reporting, Release 1 STU 2.1 – US Realm Provides a CDA (document) specification for transmitting death related information from Provider settings to jurisdictional Vital Records Offices. Additionally, it supports the exchange of information between the jurisdictional Vital Records Office and the Centers for Disease Control and Prevention/National Center for Health Statistics (CDC/NCHS) that supports returning coded cause of death and coded race and ethnicity information back to the jurisdictional Vital Records Offices. e-Vital Standards Electronic Health Record Systems Functional Profile

Standard Description
HL7 Electronic Health Record System Functional Model (EHR-S FM) Public Health Functional Profile, Release 2 Describes the functional requirements and conformance criteria needed for public health clinical information collection, management and exchanges for specific public health programs (domains), including the Vital Records domain. The Public Health Functional Profile (PHFP) is based on the HL7 EHR-S Functional Model and Standard Release 2.0, May 2013.

 

e-Vital Standards Data Models

Standard Description
HL7 Cross-Paradigm Domain Analysis Model: Vital Records, Release 2 Facilitates consistency in the content and encoding of required vital records data and helps to ensure that HL7 standards developed for the vital records domain are derived from a common authoritative set of workflow and information requirements. Describes the workflows and stakeholders for transmitting birth and death data to and from U.S. Vital Records systems. The VR DAM describes how birth, death and fetal death records are processed in the U.S. and identifies the stakeholders participating in the data exchange.
