Ms. Holmes is the Deputy Chief, Educational Design, Continuing Education, and Learning Services Branch (EDCELSB).
In 1999, Ms. Holmes began her career with CDC as a Management Analyst with the National Immunization Program. She led the Contract and Business Management Team in the Data Management Division and was responsible for overseeing the Division's contracts and grants. In 2000, she joined the Vaccine Safety and Development Branch, where she established and led a Contracts and Business Management Section. She served as Co-Project Officer for the Vaccine Adverse Event Reporting System (VAERS) and the Vaccine Safety Datalink contracts. In 2004, Ms. Holmes was promoted to Deputy Branch Chief for the Bacterial Vaccine Branch.
From 2006–2008, Ms. Holmes served in the Coordinating Office for Terrorism Preparedness and Emergency Response (COTPER). She established and led the Division of Business Services' Evaluation and Strategy Team (Balance Scorecard/QPR), and she served as Acting Deputy Management Official. Ms. Holmes represented COTPER as diversity champion and won the 2008 HHS Award for Excellence in Management for leading and promoting the diversity initiative within COTPER.
In 2008, Ms. Holmes joined the Office of Workforce and Career Development as Deputy Director, Training Service Division, which later became the Division of Leadership and Practice, Scientific Education and Professional Development Program Office.
Ms. Holmes received a BBA from North Carolina Central University. She began her federal career in 1994 as Auditor with the U.S. Department of Agriculture. In 1994, she joined the U.S. Department of Justice as an Accountant for the Office of Justice Programs with responsibilities for financial reporting. In 1997, she was promoted to Supervisory Staff Accountant and led the Systems and Reporting Branch. In 1998, she relocated to Atlanta, transferring to the Office of Inspector General, U.S. Department of Justice.
