Order: Implementing Presidential Proclamation on Safe Resumption of Global Travel During the COVID-19 Pandemic

On October 25, 2021, the President issued a Proclamation for the resumption of global travel and implemented a global suspension and restriction on entry for non-U.S. citizens who are nonimmigrants seeking to enter the United States by air travel and who are not fully vaccinated against COVID-19.

The Proclamation directs the Centers for Disease Control and Prevention (CDC) to implement the Proclamation as it applies to the public health in accordance with appropriate public health protocols and consistent with CDC’s independent public health judgment. Therefore, CDC issued an Order on October 25, 2021 to implement the President’s direction and provide guidance to airlines, other aircraft operators, and passengers in Technical Instructions and Frequently Asked Questions.

In accordance with the Presidential Proclamation, this Order implementing the Presidential Proclamation is effective November 8, 2021 at 12:01am EST (5:01am GMT), and will be published in the Federal Register soon. The Presidential Proclamation and Order will not apply to persons on board a flight scheduled to arrive in the United States that departed prior to 12:01 a.m. EST on November 8, 2021.
