Surveillance cooperative agreements between NIOSH and states (SCANS) is a pilot program to develop state-level occupational health surveillance systems. This program emphasizes a joint NIOSH-state health agency approach to the development and implementation of a decentralized occupational disease surveillance system. The intent in the pilot phase of the program is to establish the feasibility of state-based occupational disease surveillance and its utility to NIOSH's overall research program.
