Analysis: surface mine regulation.

The "cost" of surface coal mine regulation in Kentucky is investigated by measuring its impact on production, employment, and operating structure. Regression analysis indicates that this "cost" is higher in the mountainous east Kentucky field than in the level west Kentucky field; it is also higher for strip than for auger mining. Stricter regulation was also associated with increasing size and concentration of operation.
