Economic and Budgetary Study of Federal Helium Resource Management. Volume I--methodology and Assessment of Options.

In this report several options for federal helium resource management are assessed in terms of fiscal and resource effects. These effects are calculated from the outputs of a structural model of the helium industry, which relies on long-term projections of helium availability, cost of extraction, demand, and price elasticity of demand to determine market clearing prices and quantities. The fiscal and resource effects result from various options for government influence in the market. The report is a companion to Volume II which documents the computer implementation of the model and its data base.
