This report focuses on those factors which can be said to be unique to arctic coal mining. It focuses on four major constraints: permafrost, frozen water, low ambient air temperature, and remoteness. Environmental protection and the political and economic factors common to the mines studied are discussed, and conclusions and recommendations are presented.
