Barriers to the Use of Secondary Metals.

This report is the result of a 2-year study funded by the Bureau of Mines to identify barriers created by government at the federal, state, and local levels to the reuse of secondary metals. Once these barriers were identified, basic information concerning them was developed to permit the formulation of legislation to lessen the impact of those bariers found to have a significant effect on recycling scrap metals. Forty-one potential barriers were identified and ranked, and the five most important were analyzed in detail.
