Guidelines for Environmental Monitoring in Underground Coal Mines. Phase 1 Report.

This report assesses the economic, legal, institutional, and technical factors that affect the current and future status of implementation of mine monitoring systems in the United States. Existing systems in the United States and foreign countries are reviewed and compared with the requirements set forth by the industry committees. At the same time, state and federal mining laws are reviewed, and equipment presently available from suppliers of mine monitoring systems and components is discussed. A framework for cost-benefit analysis is established and a series of case examples for various monitoring functions are presented. The total values of the market for mine monitoring systems in 1980 and 1990 are estimated on the basis of industry statistics and system cost estimates.
