Abstract
The time-cost-risk analysis described in this report was performed as part of an evaluation of the Bureau of Mines advancing oil shale mining technology program. The objectives of this analysis are to assess the feasibility of the program relative to time and cost constraints, and to determine the probabilities of achieving various technological goals. A combination of standard program planning and analysis techniques were used to achieve these objectives including a critical path analysis, a resource allocation analysis, and a risk analysis.
