This report evaluates the Bureau of Mines advancing oil shale mining technology program in terms of the economic benefits that may be derived for the nation as a result of its successful research and development efforts. The report is separated into 13 sections including the introduction. Immediately following is a program overview that describes the goals and extent of the research and development effort; a methodology section that outlines the benefit- cost analysis techniques used in evaluating the program; an implementation section that describes how the analysis techniques were automated; and seven sections, each containing the analysis of a single program element. A summary of analysis results and recommendations form the final two sections.
