This study was conducted to (1) examine a representative sample of surface openings to abandoned and inactive underground mines in the Black Hills, (2) to identify those openings of the sample that are a public hazard, (3) to design low cost protection to eliminate the hazard, and (4) to analyze laws and regulations pertaining to associated hazard elimination and jurisdictional and enforcement problems. Volume I contains the text and Appendixes A and B.
