This three-volume report describes a computer-based model for estimating the tangible costs of injuries and deaths from work- related accidents in underground coal mines. The study undertook to identify and quantify the elements of accident costs, including field visits to coal mines, insurance carriers, and public agencies. A listing of the computer programs which comprise the model and instructions for using the programs are presented in Volume II.
