Expert systems: OSHA's interactive advisors project.

The development of expert systems by OSHA was considered. GOCAD, the cadmium biological monitoring advisor was issued in 1994, and the Asbestos Advisor was issued in 1995. The Permit Space Advisor (PSA), an expert systems, rule based software application offered by OSHA as freeware, was described. PSA was available from OSHA's web site for beta testing. The software was designed to help businesses determine whether they are subjected to the permit required confined spaces standard (PRCS); determine if a space is confined and needs a permit; obtain a summary of the PRCS rules; review frequency asked questions about PRCS; review a glossary of PRCS technical terms; print a copy of the PRCS checklist; and obtain guidance on selected topics. One problem was that slower 486 computers take considerable time to download knowledge bases. The authors conclude that PSA is an excellent learning tool that could make the user an expert on PRCS rules as they apply to a specific area of responsibility.
