Boomed vehicles and over-head power lines: a deadly combination.

In a review of deaths of construction workers, there were 109 work related electrocutions investigated between April 1985 and April 1987, and almost 20% of these 109 deaths involved boomed vehicles operating near high power lines. These deaths would have been avoided if the regulations presented by NIOSH concerning the use of boomed vehicles near high power lines had been followed. These regulations cover clearances for lines rated 50 kilovolt (kV) or below, for lines rated over 50kV, and when in transit. All operators or drivers of boomed vehicles must understand all OSHA standards which apply to cranes, be trained in the recognition of hazards which are associated with loading and unloading of materials, learn how to select loading and unloading sites away from power lines, understand the proper use of outriggers, follow established procedures in emergency situations, and be trained in cardiopulmonary resuscitation. Care must be taken to ensure that all boomed vehicles are equipped with nonconductive taglines, insulating links, proximity warning devices, and boom guards. They must also be equipped with nonconductive pendant controllers, have warning signs alerting personnel to dangers associated with electrical power lines, undergo frequent inspection, and be operated within the manufacturer's specifications.
