Program Operational Planning.

The approach used in developing program operational plans is described. The planning processes of past years are criticized, and minor modifications are given for future years planning. There is a brief description of a possible feedback system for program directors and top management. Evaluation is discussed, as it related to program effectiveness, alternatives, efficiency, and control, and planning for evaluation. Appendices are included giving instructions and forms for preparing program operational plans, a recommended planning process, planning and management process charts, and forms for use in documenting program operational plans.
