This implementation guide defines the standards for the electronic submission of surveillance data for the Acute Care Hospital (ACH) Monthly and ACH Daily digital quality measures (dQMs) to the National Healthcare Safety Network (NHSN). It establishes a content model and interoperability framework that enables the use of Fast Healthcare Interoperability Resources (FHIR®) for computable, standards-based data exchange between healthcare providers and public health systems.
The guide is based on HL7 FHIR Release 4 and incorporates several aligned standards to ensure consistency, reusability, and alignment with national quality measurement efforts. It allows for the dynamic extraction of relevant data from electronic health records (EHRs) via FHIR APIs, replacing traditional static data submissions. This approach enables more timely, accurate, and flexible reporting of public health surveillance data to NHSN.
