ELC COVID-19 Funding
Since 1995, the ELC Cooperative Agreement has been critical to U.S. health departments’ ability to detect,
respond to, control, and prevent infectious diseases. The 64 ELC recipients include all 50 states, several large
metro areas, and U.S. territories and affiliates. The ELC strengthens public health program growth while
providing crucial flexibility needed to address emerging infectious disease issues.
In the event of public health crises, CDC often distributes funding through the ELC. Between March of 2020
and November of 2021 (encompassing Budget Periods 1-3), ELC awarded more than $42 billion in COVID-19
response funding to 64 ELC recipients.
