Uncontrolled Releases of Anhydrous Ammonia: Causes, Victims, and Prevention

Description of Session

Large quantities of anhydrous ammonia are transported, stored and used in a variety of industrial and agricultural contexts. Accidental and/or criminal gaseous releases pose acute health threats for surrounding populations. Hazardous Substances Emergency Events Surveillance system (HSEES), supported by the Agency for Toxic Substances and Disease Registry and conducted in 15 states, shows that anhydrous ammonia is the most frequently released chemical and that events often have multiple victims. From 2002–2005, there were 2,128 events involving ammonia releases, of which 319 events resulted in 755 victims. In 2002, a train derailment released more than 200,000 gallons of anhydrous ammonia in Minot, North Dakota, causing a large cloud over a neighborhood, killing one person and injuring 333 people. Outreach activities aimed at reducing uncontrolled anhydrous ammonia releases and associated injuries have focused on law enforcement response to illegal methamphetamine laboratories, best farming practices, and refrigeration applications. This session will review causes and casualties of ammonia releases, present a case study of the Minot ammonia release, and discuss prevention activities conducted by state HSEES programs.
