It is important to think about the cultural relevance of your initiative throughout each process step. Recommended activities for doing so are discussed in the section:

What is in each Toolkit section?

Within the Toolkit, the six process steps are detailed in individual sections. Each section includes:

  • A general description of the step along with rationale for its implementation.
  • Practical tools for carrying out individual steps.
  • Examples of the processes and tools in action, including a “real-world” case study to highlight a successful state-level effort.

Each page within this website is designed to complement the foundation of knowledge, tools, and recommendations found within the Toolkit. The website alone does not provide enough information to direct your program planning activities. To effectively use this website and engage in the planning process, you must review the Toolkit and refer to specific sections within the Toolkit when directed to do so by the website.
