Meeting in Seoul, Korea

The objective of the Ministerial Meeting for all participating countries and international organizations was to share our collective commitment and leadership and to make enhanced common ground for GHSA. On the occasion of the 2nd Ministerial Meeting, the participating countries announced “Seoul Declaration” that identifies the shared vision, effective organization, and future direction of GHSA including its Action Packages.
The Ministerial Meeting was held at 08:00-13:00 on September 9. The Minister of Health and Welfare, Republic of Korea framed the issue in the name of “Health Security and Multi-sectoral Cooperation”. Secretary-generals of international organizations added their perspectives, followed by keynote speeches, seeking for direction and effort for cooperation both at the national and international level. As an example of multi-sectoral cooperation for health security, “Able Response Exercise”, a Health and Security sectors’ joint exercise by the Republic of Korea and the United States, took a brief presentation time to share their experience on how and what they have done in 5 years to strengthen their capacity for dealing with the infectious disease threat through a multi-sectoral cooperative approach. In addition, the recent MERS-CoV outbreak raised an important issue for multi-sectoral cooperation within government to fight against public health emergencies. ROK shared its experiences on what it has done to cope with this crisis in the aspect of whole-of-government action. Thematic Discussion with participating ministers followed to share their experiences together.
Furthermore, the chair country of the Steering Group and leaders of Action Packages showed the progress for the last year, followed by Ministerial Comments. Based on consent of all participating countries of GHSA, “Seoul Declaration” was announced and showed the vision for the future direction of the GHSA with plenary speech.
