National TB Indicators Project: Initial Indicators and Performance Targets

TB Priority Indicators and Program Objectives

In 2004 the Tuberculosis Evaluation Workgroup began an effort to define high-priority national TB program objectives. The Workgroup members, consisting of staff members of the Division of Tuberculosis Elimination (DTBE) and representatives from state TB control programs, selected 16 national objectives. Based on the 90th percentile state’s performance, 13 ambitious but realistic 2015 performance targets for the four highest priority objectives were set (see table below). The indicators for these objectives will be used to measure national progress in controlling TB and toward the ultimate goal of eliminating TB in the United States.

National TB Program Objectives
1 Completion of treatment
Increase the percent of patients with newly diagnosed TB, for whom 12 months of treatment or less is indicated, who complete treatment within 12 months to 93% by 2015.
 
2 TB case rate
1. Decrease the TB rate in U.S. born to no more than 0.7 cases/100,000 by 2015.
* Increase the average yearly decline in TB rates in U.S. born to at least 11%.

2. Decrease the TB rate in foreign born to no more than 14 cases/100,000 by 2015.
* Increase the average yearly decline in TB rates in foreign born to at least 4%.

3. Decrease the TB rate in U.S. born non-Hispanic blacks to no more than 1.3 cases/100,000 by 2015.

4. Decrease the TB rate in children less than 5 years of age to no more than 0.4 cases/100,000 by 2015.
 

3 Contact investigations
1. Increase the percent of sputum-AFB-smear-positive TB patients with at least one contact listed to 100% by 2015.

2. Increase the percent of contacts to sputum-AFB-smear-positive TB cases who are evaluated for infection and disease to 93% by 2015.

3. Increase the percent of contacts with newly diagnosed latent TB infection who have started treatment to 88% by 2015.

4. Increase the percent of contacts with newly diagnosed latent TB infection who started treatment and have completed treatment to 79% by 2015.
 

4 Laboratory reporting
1. Increase the percent of culture-positive respiratory TB patients with the identification of M. tuberculosis complex reported by public health lab to submitter and state TB program within 21 days of receipt of initial diagnostic respiratory specimens to n% by 2015. (Under review)

2. Increase the percent of culture-positive TB patients with initial drug susceptibility results reported to 100% by 2015.
