Randall H. Nielson
Fiscal Planning Program Officer
Randall H. Nielson is the fiscal planning program officer for CDC’s Office for State, Tribal, Local and Territorial Support (OSTLTS). Nielson coordinates the planning and fiscal evaluation of the OSTLTS annual budget and program portfolio, and provides analysis and advice on financial policy, planning, and control to the OSTLTS director and division leadership. He brings 12 years of experience working both for and with the federal government in financial management, program planning, and legislative planning and analysis.
He began work with CDC in 2004 as a senior financial management consultant with Unisys Corporation, performing financial research and budget analysis to support stand-up of the new National Center for Health Marketing (NCHM). He then served as lead advisor to the NCHM director and division leadership on annual budget planning and issue resolution.
Nielson served as fiscal planning program officer for the Coordinating Center for Health Information and Service from 2007 until 2009, when he joined OSTLTS in the same role to stand up the organization’s budget and financial management processes.
Prior to coming to CDC, Nielson served as a program management analyst with Dynetics, Inc., providing appropriations analysis, budget planning, and communications support to the U.S. Army’s Program Executive Officer for Air, Space, and Missile Defense. He has served as a Congressional legislative assistant and press secretary in the U.S. House of Representatives, and is a veteran of the U.S. Army 1st Armored Division. He holds a bachelor of arts degree in communications from the University of North Carolina at Chapel Hill.
