Ann E. O'Connor, MPA
Chief, Program Planning and Advancement Unit
In January 2011, Ann O’Connor, MPA, joined the Program Performance and Evaluation Office as the Chief of the Program Planning and Advancement Unit. In this role, her work focuses on overseeing many of CDC’s program development and advancement initiatives, including direction for Winnable Battles, management of the Quarterly Program Review process, and the promotion and development of new agency initiatives. O'Connor has extensive experience in program planning, evaluation, policy, and results-oriented management.
O'Connor also served as the Associate Director for Policy in the Office of Public Health Preparedness and Response where she was responsible for leading national policy and legislative activities. Before joining CDC in August 2003, she worked on program performance issues through her policy evaluation work in the Office of the Inspector General for more than 15 years in a variety of positions, most recently as the Regional Inspector General, Assistant Director. O'Connor has published numerous reports on a wide range of topics including child support enforcement, Medicaid, foster care, and public health emergency response. She also has received numerous awards for her leadership and professional accomplishments, including the 2010 CDC and ATSDR Honor Award for Excellence in Policy. O'Connor received her MPA from George Mason University and her bachelor’s degree from Saint Mary’s College in Notre Dame, Indiana.
