CDC's New Chief Evaluation Officer, Tom Chapel

It is my pleasure to announce that Mr. Thomas J. Chapel, M.A., M.B.A., has accepted the position of Chief Evaluation Officer, CDC, and will reside in the Office of the Associate Director for Program. In this position, Tom will work to strengthen program evaluation at CDC and expand CDC-wide evaluation capacity through standards, training, tools, and resources.
Tom has been acting Chief Evaluation Officer since March 2010, and before
that, he served as Chief Evaluation Officer in the National Center for Chronic
Disease Prevention and Health Promotion. Recently, he led the accountability
component of the Economic Stimulus Recovery Team, which helped CDC programs
respond to the detailed ARRA accountability requirements.
Tom joined CDC in January 2001 as a health scientist and has been providing
evaluation leadership ever since – first in the Office of Program Planning
and Evaluation, and then as Senior Evaluation Scientist in the Office of
Workforce and Career Development. Tom is known nationally for his work in
evaluation and his leadership with the American Evaluation Association.
Before joining CDC, Tom was a vice president in the Atlanta office of Macro International (now ICF Macro), where he directed several large task order contracts for CDC and other Departments within HHS. Tom received his Bachelor of Arts degree from the Johns Hopkins University and his Master of Business Administration and Master of Public Policy degrees from the University of Minnesota.
