NEDSS Base System (NBS)

The NEDSS Base System (NBS) is a specific implementation of the NEDSS standards. A patient-centric system, the NBS facilitates public health surveillance through the transfer and processing of appropriate public health, laboratory, and clinical data efficiently and securely over the Internet. The NBS imports electronic sources of information to initiate integrated online public health investigations and notify appropriate partners of important events electronically. Subsequent releases will incorporate high-priority functionality based on the experience of state deployments.

The NBS has evolved over a series of major and minor releases which have expanded the functional surveillance capabilities of the product and increased the supported technical environment configurations. As of 6/15/2007, the NBS is deployed to 16 states, including AL, AR, ID, MD, ME, MT, NE, NM, NV, RI, SC, TN, TX, VA, VT, and WY. In addition to the state-hosted application model, the NBS is also available through a commercial Application Service Provider (ASP).

NBS Release 1.1.5 Features
Using the NEDSS Base System, a user can perform the following public health surveillance and investigation functions:

Assign Program Area support for:

  • Bacterial Meningitis and Invasive Respiratory Diseases (BMIRD)
  • Hepatitis
  • Foodborne and Diarrheal Diseases (FDD)
  • General Communicable Diseases (GCD)
  • Vaccine-Preventable Diseases (VPD)


Manage Patients, Providers, and Organizations:

  • Add, edit, view, and delete patients, providers, and organizations
  • Provide point-in-time storage of patient records, including patient demographic information
  • Merge duplicate patient records
  • View all public health events associated with a patient using a virtual file


Work with

Case Investigations:
  • Conduct (add), edit, view, and logically delete investigations
  • Transfer ownership of an investigation to another jurisdiction
Lab and Morbidity reports (observations):
  • Receive lab reports electronically
  • Add, edit, view, and delete observations
  • Associate observations with investigations
  • Use an observation to initiate an investigation
  • Transfer ownership of an observation to another jurisdiction or program area
Vaccination records:
  • Add, edit, view, and delete vaccination records
  • Associate vaccination records with investigations
Treatment records:
  • Add, edit, view, and delete treatment records
  • Associate treatment records with investigations
Summary Reports:
  • Add new summary reports, including site of outbreak
  • Enter and edit summary data for a particular condition
  • Send summary notifications to the CDC

Send Notifications:

  • Create notifications
  • Review notifications for approval
  • Submit notifications to the CDC


Workflow Management:

  • Assignment of investigations
  • Review of observations
  • Approval of notifications


Prepare Reports using system data:

  • Standard reports
  • Custom reports
  • Tables, graphs and maps
  • Export, save and delete a report


Manage System Security:

  • Add, edit and view access permission sets
  • Add, edit and view users


Extensibility:

  • Ability to add Locally-Defined Fields (LDFs)
  • Extensible reference table values
