NOTICE: The DAX2009 Project has been suspended due to
planning and preparation for Novel Influenza A (H1N1) Flu Response
Doses Administered Exercise (DAX) Project
In the event of an influenza pandemic, timely and complete reporting of Pandemic Influenza
vaccine doses administered will allow the federal government and Project Areas to closely
monitor the use of the vaccine while it is in scarce supply. Following the continued
success of the extensive exercise conducted during October – December 2008, CDC and PHEP Grantees (also referred to as Project Areas) are planning for an event similar
to the DAX2008 during the 2009 influenza season.
For the DAX2008, CDC and Project Areas expanded the previously successful 2007
Pilot Test by further testing aggregate reporting capabilities using seasonal
influenza clinics as proxies for pandemic influenza vaccine administration sites.
The 2008 exercise involved the increase in the number of clinics, frequency, and volume
of data reported. The exercise also added new HHS priority groups in the aggregate
reporting data set.
Similar to the 2008 exercise, the DAX Project 2009 will evaluate technical systems for
monitoring pandemic influenza vaccine doses administered. DAX2008 will be used as a
baseline for comparison for the 2009 event. The scope and requirements for the 2009
event will be similar to the previous year, with an addition of a mass immunization
clinic/large scale publicized clinic. Project Areas will be encouraged but not
required
to include other priority groups in addition to the general population category tier
groups.
The purpose
of this exercise is to:
Continue and improve testing CDC’s and Project Areas’ ability to collect, report,
aggregate, and analyze a large amount of doses administered data using at least eight
clinics and consecutive week reporting for a four week period.
- Operationalize new HHS priority groups for the General Population category and
its five tiers to test pandemic prioritization.
- Accomplish timely data exchange between key parties.
- Identify and address federal, Project Area and clinic practices
and needs to scale-up for a pandemic.
- Encourage Project Areas using manual methods to collect, aggregate, and transmit
data to CDC to move towards using more automation with Option 1 or Option 3.
How the
2009 Event is different from 2008 exercise:
- Reporting of data from a mass immunization clinic/large scale publicized clinic
- COTPER and DAX requirements will be the same
- CRA’s enhanced technical capability
All Project
Areas are requested to participate in the exercise. Requirements for
the exercise include:

Priority Group - Tiers 1-5 (as defined in pandemic General
Population category)

Number of Clinics and Frequency
Vaccine doses administered data from eight or more clinics over four consecutive
weeks, averaging at least two clinics per week. A mass immunization clinic/large
scale publicized clinic* should be included.
Number of Reports
Doses administered data collectively aggregated from each week’s
clinics and submitted to CDC by end of day Tuesday of the
following week.
Time Frame
Clinic sessions should occur between October 1 and December 31,
2009.
*Qualifying attributes of a mass immunization clinic/large scale publicized clinic
include a combination of 100 – 400
+ participants as well as one of the following
qualifiers:
- A clinic opened for 4 or more hours
- A clinic that is offered at a location other than the typical public health
clinic
- A clinic that requires advertisement
