Pilot Test Background
Pilot Test for Aggregate Reporting of Seasonal Influenza Vaccine
Doses Administered
In the event of an influenza pandemic, timely and complete reporting of Pandemic Influenza vaccine doses administered will allow the federal
government and public health emergency preparedness grantees (referred to as states/Project
Areas) to closely monitor the use of the vaccine while it is in scarce supply.
CDC and the states/Project Areas are planning to pilot test aggregate reporting using a small number of seasonal influenza clinics as proxies for pandemic influenza vaccine administration sites. The pilot test will evaluate technical systems for monitoring pandemic influenza vaccine doses administered.
This pilot test will take place between November 1 and December 31, 2007 and will involve submission of a minimal number of data elements to the CDC.
The purpose of the pilot test is two-fold:
From an operational perspective, the purpose of the pilot test is:
- To assess ability to collect and report vaccine doses administered data
- To provide perspective on federal, states/project area, and clinic needs in order to scale-up for a pandemic situation
- To exercise initial vaccine tracking plans
- To accomplish timely reporting between key parties
From a technical perspective, the purpose of the pilot test is:
- To assess the technical ability of systems to receive, aggregate, and return data
- To identify and address system gaps
- To test tool options and security aspects for federal and state partners
All states/Project Areas
are expected to participate in the pilot. Requirements for the
pilot test include:
Data expected by CDC from the States/Project Area
- Age
- Project Area ID
- Date of Clinic(s)
Number of Reports
- Aggregate count data of two distinct dates from one or two clinics during the pilot period
Time Frame
- Clinic sessions should occur between November 1 and December 31, 2007.
- Data from each clinic should be compiled and transmitted within 48 hours of the clinic session.

The Pilot Test Preparation Checklist for States/Project Areas is a step-by-step tool to assist states/Project
Areas in preparing for the pilot test. Each step is an integral part of successfully participating in the pilot. CRA team members will be available to review this checklist with states/Project
Areas as they prepare for the pilot.
- Aggregate Reporting Data Exchange

The Aggregate Reporting Data Exchange document provides information needed by states/Project
Area technical staff to build data files for electronically submitting aggregate reports to the CRA system for those jurisdictions choosing Option 1. The document contains detailed specifications for the format, composition, data definition, and vocabulary of the aggregate reporting data files.
- How To Access CRA

The How to Access CRA document provides a step-by-step process for accessing the CRA application, including how to obtain an SDN digital certificate or to create CRA extracts.
- PHINMS Quicksteps
This is a link to the CDC PHIN Messaging System webpage that gives step-by-step instructions for the necessary procedures to install PHINMS. These numbered steps are listed in the order states/Project
Areas need to install, run and test your PHINMS software.
*CRA Aggregate Reporting training materials, as well as a more detailed listing of states/Project Areas’ option choices with contact information are available at CRA Exchange, a collaborative site for project area points of contacts and stakeholders. If you do not already have access to CRA Exchange, we strongly suggest you do so by sending an email to
CRAHelp@cdc.gov requesting access. This is a great tool for providing needed feedback to the CDC CRA team as well as sharing experiences/insights with other states/Project
Areas.
