Recruiting Drug Users into HIV Prevention Interventions
Encouraging IDUs and others at high risk to participate in HIV prevention interventions is a relatively new goal of outreach.
For example, in 2004 Texas decided to only fund outreach recruitment  of high risk individuals to participate in “evidence-based interventions.”
CDC Provisional Procedural Guidance for Community Based Organizations includes guidance on recruitment that highlights outreach for recruiting for HIV prevention services.
