Proceed Safely: Outreach Safety Protocols and Operational Guide

This manual was developed as part of a CDC-funded outreach intervention program, called P.S. Proceed Safely. The program worked with Hispanic and African American IDUs, crack users, sex workers and homeless people in New Jersey. The program used a mobile van to educate clients about reducing risk, motivate them to enter drug treatment, and offer HIV counseling and testing.
