Having Clients Come To You This outreach strategy is used when a prevention organization offers services that attract drug users to their facility. Once they come to the facility, staff can use outreach techniques to engage them in HIV prevention and referrals to substance abuse treatment and other needed services. High-risk individuals come to these locations for information and services. Drop-in centers, syringe exchange programs, and mobile clinics are examples of this strategy.
