What is HIV Prevention Outreach? The defining principle of outreach is that it “reaches outside” of traditional systems to contact, engage, and serve people who might not come into a public health facility. Outreach starts where the client is—in the community and on the streets—and provides prevention information; education and risk reduction counseling; HIV testing; and referrals to substance abuse treatment, medical services, and other support services.
